Composed of Benin, Côte d’Ivoire, Ghana, Guinea, Liberia, Nigeria, Sierra Leone and Togo, the Gulf of Guinea is a demographic and economic “heavyweight” in Africa. This region has a GDP of over €500 billion and benefits from strong economic dynamics, with higher growth rates than the African average in most of the countries. This dynamic growth however, is threatened by certain endogenous weaknesses. To consolidate the Gulf of Guinea’s prosperity and address its vulnerable areas, AFD Group has identified four lines of action in its regional strategy.

One of AFD Group’s priorities in the Gulf of Guinea region is to take action to make societies more inclusive.
This means universal social public services (health, education), and requires guaranteeing accessible justice for all.
It also involves improving State financial management and efficiency to increase the sustainability of policies and support the development of civil society.

With youth partly underemployed and in search of opportunities, AFD Group’s response is to support education, from the fundamentals to vocational training and higher education, particularly in rural areas.
It is also committed to promoting employment by supporting the private sector and strengthening social and economic cohesion through sport and cultural creation.
AFD Group also aims to support gender equality among the younger generations by taking coordinated action to ensure the access of young women to education, financing, land, employment and healthcare.

AFD Group plays a crucial role in preserving natural resources and protecting lagoon and coastal areas, in order to build cities that are more resilient to climate change.
It supports energy policies and urban transport plans for low-carbon cities.

To address the risks of instability in border areas, the main challenge is to anticipate and reduce tensions, and strengthen the resilience of institutions, territories and people.
AFD Group targets these vulnerable areas (“acting in the North”) and areas already in crisis (Lake Chad), where it supports agricultural development and access to basic services (such as for energy and water).
In partnership with ECOWAS, it also assists population movements, in particular related to nomadism, by integrating the anticipated effects of climate change into these ways of life.
In addition, the Group supports projects for environmental conservation (forests, savannah areas) and climate change adaptation that are better shared by communities (“social co-benefit”), while assisting regional economic integration to help open up the Sahel.

West Africa is experiencing an energy crisis, which hinders its economic and social development. With co-financing from the EU and French Facility for Global Environment (FFEM), AFD has launched the SUNREF (Sustainable Use of Natural Resources and Energy Finance) program to promote green investment projects.
In Côte d’Ivoire, Ghana and Nigeria, this AFD green finance label aims to develop the renewable energy market, in partnership with banks and private sector organizations, and strengthen business competitiveness, with a focus on MSMEs in the partner countries.

According to national statistics, the electricity access rate in Benin stands at 53,9 % in urban areas, against 6,6 % in rural areas. With financial support from the EU, AFD is assisting the Benin Electricity Company (SBEE) with the implementation of this project to build a solar power plant.
Objective: extend and increase the density of SBEE’s distribution network to improve the electricity access rate in 15 municipalities in Benin.
In Lomé, since July 2020, AFD’s Lomé office has been hosting KfW’s representation in Togo in its premises: a real first in the network of technical and financial partners and a great example of the close ties between the two institutions.
